Depending on the type of building work you are requesting, there may be other applications and approvals you need as part of the Construction Certificate process.

For example, if you're adding a driveway, you also need to complete the Driveway Application (Section 138) form, as outlined below.

Driveway Application (Section 138)

When required?

  • To construct or modify a private driveway over public land to a public road.
  • To construct or modify kerb and gutter or footpath paving on a public road or road reserve.

How to lodge and what to include

When lodging your driveway application with a Development Application (DA), you are to complete the above Driveway Application (Section 138) Form and it must be uploaded as part of your DA submission via the NSW Planning Portal. For more details, see how to lodge a DA.

Include plans showing the driveway location and grades.

Note: If driveway plans are not consistent with approved development plans you will need to modify the Development Consent. Consider lodging a driveway application with your DA.

Plumbing, Drainage and Stormwater Drainage Application (Section 68)

When required?

  • To connect stormwater or roofwater drainage from a private property to a Council drain/kerb and gutter and/or install a pipe across a public road, road reserve, footpath or nature strip.
  • For erosion and sedimentation control works whereby a ground surface area of more than 35 m2 is disturbed or for any works involving the removal/placement of more than 5 m3 of soil (e.g. swimming pools, inground water tanks) which may cause soil and other material to enter the stormwater system and our waterways.

How to lodge and what to include

When lodging your stormwater application with a DA, you are to complete the stormwater application form and it must be uploaded as part of your DA submission via the NSW Planning Portal. For more details, see how to lodge a DA.

Include site plans indicating the proposed position of erosion/sedimentation control device. See Council's Stormwater and Erosion Control Guidelines(PDF, 425KB)

Note: This approval is not required for residential work on rural properties where the construction zone is more than 50 m from any water course and is separated from the water course by a natural sediment barrier such as grass.

Sewer and Water Application (Section 68)

When required?

To connect a new building in a sewered area to Council’s sewer system or for additions to existing buildings in a sewered area involving plumbing and drainage work (for example, new bathroom).

Water Service Connection/Disconnection

When required?

If you are connecting a new building to Council’s metered water supply (town water) or disconnecting the water supply. For further information visit our water connections and disconnections page.

How to lodge and what to include

Note: If the property already has a water meter, a $20 admin fee will be retained from any refund. Please ring Council's Water Unit or Revenue Section on 02 6670 2400 before lodging an application if you are unsure.

Septic - On-Site Sewage Management (OSSM) System and Approval to Operate

When required?

If you are building in an unsewered area and the proposal requires the installation of a waste treatment device, alteration to an existing system or connection of new fixtures to an existing system.

Attach an effluent consultant’s design report.

Note: A report is not required for minor plumbing work connecting to an existing approved waste treatment device.

Sewage Ejection Pump Station

When required?

To connect a sewage ejection pumping station to an existing or new building in a non-sewered area to Council’s sewer system (subject to approval of Water and Wastewater Unit).

How to lodge and what to include

  • Site plan drawn to scale, showing north point and the location of the sewage management facility proposed to be installed or constructed on the premises and location of boundary kit.
  • Site plan of the property and adjacent section of public road, drawn to a scale of 1:200, showing the location of proposed and existing infrastructure, including roads and services.
  • Detailed engineering plans designed by a suitably qualified person of the proposed construction/installation and proposed connection point to Councils sewerage system.
  • Site plan of the property and adjacent section of public road, drawn to a scale of 1:200 showing proposed restoration of existing surfaces or services that are likely to be damaged and proposed construction or modification, including levels, of kerb and gutter or footpath on a public road. (if applicable).
  • Work Safety Plan whilst working on/ near road. (if applicable).

Trade Waste Application

When required?

For any discharge of a pollutant to Council’s sewer greater than or differing (in constitution) from domestic usage. For further information visit our liquid trade waste page.
